The job vacancy will be in the ITU's Telecommunication Development Bureau (BDT) which is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union

Duties / Responsibilities
Under the overall authority of the Regional Director and/or Head of the Area Office, or the immediate supervision of the Programme Coordinator, duties include:

  • Coordinates, monitors and implements programmes and projects. Monitors advancements in the field of expertise. Provides advice to peers, management and colleagues. 
  • Provides programme and project support: defines project/revision requirements and specifications; suggests joint activities. Identifies, proposes and develops cooperation opportunities. 
  • Serves as a specialist for cooperation programmes and projects (regular programme and extrabudgetary) under his/her responsibility. Prepares, and drafts, as necessary, inputs for budget for programmes and projects.

Education:
Advanced university degree in management, telecommunications/ICTs engineering or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience:
At least five years of progressively responsible experience in the field of the post, including at least two at the international level. Comprehensive experience and background in subjects related to telecommunications/cyber-security, internet governance and e-applications/services. A doctorate in a related field can be considered as a substitute for two years of working experience.

Responsibilities include:
Preparing complex reports, substantive background papers and briefing notes on key topics for the Executive Secretary as they relate to programme and administrative matters, including undertaking extensive research on key topics.
Proposing new research projects; draft protocols, guide design of data collection instruments, standard operating procedures and data collection management tools and databases; design and support the implementation of quality assurance in research monitoring systems.
Undertaking research; identify problems/issues; oversee the monitoring and reporting of progress of all ongoing research; complete analysis; present information gathered and formulates development policies, strengthening delivery systems and monitoring and evaluating the programmes; prepare relevant reports for the Commission.

Education: Advanced university degree (Master’s degree or equivalent) in social science, economics or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience: A minimum of seven years of progressively responsible research experience in the areas of economics, administration, or programme work or related field including experience in research methods and statistics.
